When you pull the rope there are a couple of fingers that are suppose to fly out and engage the top part of the motor. If these are broken or if the cam they ride on is rounded then they wont engage. Take off the pull start and take a look sometimes all that you need to do is to put new pins in the fingers to get it to work again.

Think about it, that motor is old. Back when it was new, it had more power. That 40 hp is equal to to days 25hp. You can always change the prop to a lower pitch and get more pulling power. Just make sure the rpm does not go beyond 5000. The motor being in good shape could pull a tube, even a skier on 2 skies with some experience. But it will be no speed demon. Maybe 17-25mph.

Make sure the shift is in natural as there will not engage if not. Then check inside as there are spring that help to engage the plastic dogs into the center of the fly wheel.3=4 bolts hold the pull start on remove a see ???
