1. why the oxidation number of an element will affect its colour???
2. i thought chlorie is a poisonous element....but when combined with sodium (NaCl), it becomes safe to be consumed...why???

1-yes. What matters for the color of an object is is bonding to other atoms. If you change the oxidation number you change the way it bonds. They actually absorb and release light specific to the bond. So the same element may have different colors even when the same oxidation state, depending on what its bonded to.
2-Chlorine gas is poisonous because of the way it reacts with our body. If you take chlorine gas and convert it into chlorine ions, then our body likes it. We actually need them to live. A lot of our body chemistry relies on it being present.

Colour arises due to the transition of electrons.

Because Cl loses its toxicity in ionic form.
