Because Congress is controlled by two political parties and there isn't any real difference between those parties on the substantive issues. Hell what more proof do you need, that there is really only one party, than the fact that the Democrats
voted to allow Bush to continue unconstitutional wiretapping and then left for their vacation retreats.
And if the Democrats really wanted to fight Bush on Iraq, why didn't they stay in session during August and put the giant spotlight on the fact that the remnants of the Iraqi government took the month off while our troops die for them?

The problem is the stalemate of power. With neither side having the super majority, the two sides must compromise. Since neither side wants to compromise, there is a stalemate.
All the stalemate does is insure that nothing major will be done, and that those in congress have more talking points, and things to point fingers at.
The Republic will continue to fail until their is a third party who can break the stalemate.

Lets see.... The only thing they have really agreed on is to take more of the tax payers money for themselves while they continue to do nothing.
I think a three party Congress is a fantastic Idea. Of course you know that the third party would ultimately take sides with one of the two sided system we now have.
Talk about your catch 22 situation!

We don't really expect any change on the Iraq front. American opinion is severely divided on that and Congress is no different. [Btw, the leftist "pull out now" crowd is a small minority among the American public.]
***
However, there are plenty of other issues that Congress could be dealing with and on which Americans do have a consensus or large majority opinion .. and Congress continues to do NOTHING.
We're irate about earmarks -- that smacks of special treatment for some privileged classes and is anti-American.
We all know that social spending for retirement benefits is a train wreck headed right toward us and Congress refuses to do anything. [There are only three choices -- cut benefits, raise taxes, and invest better for higher returns.]
The illegal immigrant situation is totally out of control. At the gut level, we know that illegals are sucking resources out of America, abusing our social systems whose purpose is to look out for Americans, and taking jobs and better wages away from our lesser educated citizens and young people. Yet Congress does NOTHING.
We have tens to thousands of special programs and laws whose sole purpose is to protect some small segment of America from world competition -- and Congress not only won't end them, but keeps making them bigger!! Protection of domestic sugar alone has cost tens of thousands of jobs in food processing industries that use sugar as a sweetener -- far more jobs than exist in the entire domestic sugar industry! If the rest of us have to compete for good jobs with factories in Mexico and China, the {please excuse my language} farmers can [more deletions] also compete!!
And everyone with any awareness has already figured out that corn based ethanol fuel is a huge loser. Both parties are shamelessly trying to buy votes in Iowa. Meanwhile, the price of meat in grocery stores is soaring becuase the price of corn as feed has doubled in the past two years. [If ethanol was such a good choice, the private enterprise mechanism would have been making huge profits selling it to us for decades -- since they aren't and haven't been, it is obvious that ethanol is a drain on our wallets, not a boon to them.]
That's just for starters.

The American public is overwhelmingly in favor of ending the war and bringing our troops home, and wants our borders sealed and illegal aliens out of the country. Congress is not doing what the population wants so is it any wonder we are expressing dissatisfaction with them? Just wait til the election and most of them are standing in the unemployment line!

They are not trying to tackle the major issues facing the US. The Dems fight with everyone and everything, then don't do anything positive. They are on a witch hunt against the Bush Administration but don't even try to tackle Social Security funding for the future.

Because Dems will disapprove of Dems in congress if they don't deliver. (R)'s usually wont disapprove of their own, even if they aren't delivering. So there you have the polled, the (R)'s voting disapproval for the congress, added to the (D)'s disappointed with congress.
