They are proteins or glycoproteins that act upon the target cells differently and do not enter the cell like steroidal hormones to reach the nucleus to make the gene active.In other words nonsteroidal hormones do not enter the cell nucleus. They influence cell membrane of the target cells in such a way as to herald chemical reactions in the cytoplasm.
