Interesting Q. Luck is a random occurrence (for some people it seems uncanny); however, intellect is somewhat controllable. You can educate yourself by reading, studying and experiencing life. I would chose smart.

yes. However, we can´t control how much luck we are going to have. But, we can study and improve our intelligence. A combination of both is important.
