If the violation notices were legitimate, then no. But it seems if you report someone, no matter how harmless the question or answer is, it gets removed. I don't think they use any common sense to determine if a q/a was actually offensive. They just remove because someone requested it. So if I didn't like someone's opinion I could report a violation and have it removed. So yes, sometimes it is a greater abuse.
