So if i post a question and then select a category is this sent to users who have selected that category as their interest? Or as a tag they want to watch?

Most likely poster 1 is correct. Its a database with the question title/description in a FULLTEXT index so its searchable, answer descriptons FULLTEXT indexed, category tables that link children categories. META tags would have nothing to do with this

it goes to the proper category , then the answers come from users who click on that category to answer questions on

they are using PHP and MySQL to connect and store data to databases. only HTML works with tags, and you can't create a website like that (answers.yahoo.com) only with html

Not hardly, there are meta tags incorperated but it is much more indepth than that.
