Your best bet - go to a do-it-yourself carwash.
Pressure wash the rims with high pressure.
Switch to 'soap' mode, spray each rim - if they only have a soap brush, use that.
Use a small brush - like one of these:

to get in all the little crevasse's

DON"T LET THE SOAP DRY!
Set the washer to rinse mode on high pressure

If you have painted, chromed,or polished wheels, take the time to wax them. If they are a matte finish, don't wax them, they'll look like crap.

I use Armor-all Wheel cleaner it is a mild acid solution and special spiral brushes that get into the cracks and crevices. And rinse rinse rinse... Different finishes on each type of wheel need specal care. so just don't go spraying anything on expensive wheels the color may fade. and read the cleaner lable it never hurts to ask the wheel company.

that's only 250 a rim. that's not that much. are they aluminum, steal or painted?

use scrubbing bubbles toilet bowl cleaner. best product out there.
