When the early atmosphere cooled enough for water vapour to condense it started raining. However, the surface at this time had not cooled enough to support oceans so it evaporated back into the atmosphere to cool and rain again. This process may have continued for up to a million years before the surface was cool enough for oceans of liquid water to finally form.
There may be evidence for life as early as ~4.2 billion years ago but more convincingly ~3.8 billion years. Early life needed protection from UV radiation, as there was no ozone layer on the Earth then. It could therefore only exist where it was protected by at least a few centimetres of water. This suggests that the surface was cool enough for liquid water.
The earliest form of life may have been a type of cyno-bacteria that photosynthesised using the abundant CO2 in the atmosphere but as there was no oxygen it would have respired anaerobically

There was a lot of water vapour held in the atmosphere for millions of years after the formation of the earth. Once the earth finally cooled enough for that rain to condense it rained for 200,000 years or something like that? I don't remember the figures for when it started but either way it rained a long time to form the oceans.

I guess we have a lot of very, very, very old people here who witnessed the earth's formation and the advent of clouds, rain, the formation of the oceans...etc..etc.
I, unfortunately, have no more an idea as to the answer than anyone, including all the answerers here.
All the surmising in the world will not give you the facts of the occurrences that took place so long ago....It's all supposition and conjecture even by the scientists.

the rain lasted thousands of years at least - enough to fill the oceans. until then the water on earth was suspended in clouds because the earth was much warmer

the Earth is still being formed and it is still raining...water is made of two elements which were always present...the earth has a heart so is life....even an atom has a heart
