the release mechanism on the starboard side is "sheared" off. Rotates half the pin but does not have any effect.. normally this control is lifted which releases the motor so it can be lowered or raised by hand. The motor is a 28 hp johnson outboard with an older omc drive. thanks if you can help

The pins on some of the older ones are two pieces, one from the starboard and one from the port. They are coupled in the center with a bellcrank. If the screw came loose, this could be your problem. The bellcrank usually pulls on a link that pops the reverse lock. If you can, get a flat screwdriver up under the center of the swivel bracket and see if you can pop the reverse lock bracket. They are designed to release if you hit a log, so sometimes you can jerk the motor back and release it, but it's hard to do without wrenching your back.

Pull the lock trim pin out or pull the spring loaded arm down that holds onto the cross pin.Easy to do it's under the lowest of the intermediate housing part of what is attached to the boat. Rock the Eng you will hear where it hanging onto.

Get to shallow water--get in and work on it with some tools. Maybe a boat lift can get it out of the water and swung over dry land--a better way to work
