The ruler of Atlantis is Poisedon in the Greek. Poisedon is the god of the sea, as well as of horses and earthquakes.
Some higher gods gave him atlantis, and he ruled it well.
In the Roman mythology, the god of the sea is name Neptune.
I'm not sure if there was a giant pyramid there, but i suggest renting some Stargate: Atlantis for that one.
Good luck, and good Q. you get a star!

According to Plato, the rulers of Atlantis were the sons of Poseidon by the mortal Cleitas. The oldest, who was the leader was named Atlas. It has been a few years since I read the Critias and a lot has slipped away. I seem to remember there were five sets of twins who met every year on the grounds of the temple at the center to sacrifice a bull and render judgement. The Wikipedia article doesn't mention that though.
Ignatius Donally and Lewis Spence both claimed that pyramids were first built on Atlantis. Both were occultists. I believe that Edgar Cayce would really prefer us to take his ethical prescriptions more seriously than his history. Whether he believed his own readings is irrelevant: they provided tools for a life he thought good. Therefore he allowed everything to come out, whether it was important, such as that we are responsible for our actions, or not, such as that the Atlanteans used crystals. While I respect some New Age stuff (do you know how many people have told me Loreena McKinnot is a witch? All I know is her music is magical) I find most comes occultism from a nineteenth century tradition as reductionist as that which says that Atlantis was Santorini.
Atlantis exists. It is a profound symbol which came out of two dialogues by Plato: Timaeus and Critias, and has been manipulated to many purposes in modern times. The answer to your questions depends on how you want to relate to this profound symbol. Plato gave us a political structure. Others have given us other theories.

The tale of Atlantis is told only in Plato's "Dialogues". He said the sea god Poseidon had 9 sons who ruled it when it was founded. There is no mention of a pyramid in Plato's account. he described concentric circular rings for the main part of the capital, but here are no details about the buildings that I recall.

The first ten kings of Atlantis (five pairs of twins) were all sons of Poseidon and Cleito 2. The first born was Atlas, who was appointed to be king over the rest and after whom the island was called. The legend of Atlantis is not connected to other myths except for the names of Atlas and Poseidon.
Poseidon and Cleito 2 had five pairs of twins, who, along with their descendants, ruled the ten provinces into which Poseidon had divided Atlantis. The island and the ocean were called after Poseidon's first-born, Atlas, who was also king over his brothers. The brothers and the descendants of their ten royal houses ruled over many other islands, and also over the Mediterranean peoples living west of Egypt and Tuscany.

No one initially, it was a co-op. Then came the power mongers who started trouble. The pyramid was part of the worldwide power grid network.
