My mom used to do that back in the late fifties and Levi still sells the "shrink to fit" jeans. My mom back in the day jeans were sold stiff and unwashed so it was a necessary step to soften them and make them wearable. She says she did it in a tub filled with hot water and a bit of ivory soap, let them soak all the way through an then wear them in the hot sun and they would shrink and be skin tight. She wore them with low V neck sweaters with her first initial embroidered on the shoulder. I remember the older teens doing it in the seventies for that skin tight poured in punk rock look. I see no reason why white jeans couldn't be done. The jeans sold today are usually pre washed and preshrunk, so unless they are "shrink to fit" jeans, don't expect too much shrinking.

Try boiling them in the washing machine - its hot water you want! Unlikely to work though I think because manufacturers use preshrunk fabric these days.
