There are some countries that do not have a treaty with the U.S. regarding extradition of criminal offenders. As such, they may choose not to honor a request to return certain offenders to the U.S. There are other countries, that due to the requirements of their own Constitutions, will only return murder suspects if the death penalty is waived, but will return all other suspects.

Of course, the situation is mutual. There are countries that the U.S. will not return certain suspects to.

Planning on committing some evil deed, Margaret??

Most countries have formal extrication treaties with the U.S. Those that do not are unpleasant places to be, for the most part. The fact that a formal treaty does not exist does not mean that country won't send you back. Kind of depends on what you did. Damn few countries will willingly keep a child molester if they can help it.

Several countries don't have extradition treaties with the US, but many of these will send people back if asked, especially if they don't want to keep you. They just aren't required to unless there is a treaty.
