Technically, the Knights of Malta establishment in Rome is an independent state. This is a big house and garden.
Next smallest - same City - is the Vatican. This is also a big house and garden, but what a house and garden! St Peter's is the Pope's private chapel.
Not far behind comes San Marino. An independent mountain top surrounded by Italy. It's so small, it has to hold its Grand Prix in the country next door. It's the smallest country to have a FIFA registered national football team.
Then come the positively huge states of Monaco and Andorra. You've then got to take a view as to how independent some of the Channel Islands are. And there's always the Principality of Sealand - a couple of loonies on a fort in the Thames Estuary that the coastguard can't be bothered to arrest.

By definition, it should be Singapore. 246 square miles.
What most people suggests aren't "countries" at all. Vatican City as the name suggests is not a country: It's a city island inside Italy. Although it has religious autonomy, it has no political authority, so it's not a country.
