Reductions are typically granted if something significant has changed about their financial situation and usually as a means to speed up repayment of what is owed. If you want to be really clear on why one was granted though the best option is to speak with the judge in question.

If he is a deadbeat dad then he probably has a deadbeat job. The court has to allow him enough money to live on. His earnings must have decreased. You are never going to get what he owes you unless he gets a great job with a great income (or wins the lottery!) or you get a great attorney who will fully investigate your ex's situation. The child can be living in poverty but the court still has to allow your ex enough money to live on - I guess if he can't live, then he can't work, then he can't pay support. I think you will have to kiss the money goodbye..

If he is not earning enough to send, it should be reduced. He has to be able to live to find a job and work it, so he can pay the support. When he gets a better job then the support can be increased again. Makes no sense to me to take over half his pay when he is in arrears, how's he supposed to pay rent and buy food and gas to get to work to pay the support. If you want your money, he needs enough to survive on to even be able to work.
