The anime Chobits is really good, it's mainly a romance, but is very funny also. I'm not certain but i'm pretty sure there are only 12 or so episodes. i like it alot. Also you can watch Trinity Blood which has only 24 episodes, and has a TON of action in it. But it's a little bloody and also a drama, though it does have it's funny moments, and has romance in it too. Though it's mostly hinted at romance. There's also FLCL which i think only has 4 or 5 episodes, but it's mostly comedy, not really action or romance.

If you want shortness + goodness, you should try watching some OAVs. Though there are some short anime TV series that are genuinely good -- Outlaw Star, Cowboy Bebop, s-CRY-ed, and Wolf's Rain come to mind -- generally, they become so stretched out in the retelling/reconceptualizing of the manga they are based on that it is not uncommon for them to last hundreds of episodes. OAVs, on the other hand, are straight to video releases of original anime concepts (or, less commonly, adaptations of manga, generally if a series has adult themes or has already ended its TV broadcast) which are made with very high production values -- generally movie animation quality. Because of this, they both tend to be very short (commonly a whole run will consist of six 25-minute 'episodes') and very entertaining, since the creator has a lot of concepts he wishes to get across to his audience and not a lot of space in which to do it. Many times, anime TV series are made based off of OAVs, but usually these are in a different continuity than the first series, making it unnecessary to watch numerous hours of a show just to grasp the general storyline.
