9 y + 21 is a perfectly good answer to an appropriate question, such as "What is 21 larger than 9 y?"

However, if the question is "What is the answer to
9 y + 21 = 0?", then the answer is:

y = - 21/9 = 7/3 = - 2 1/3.

We need more information. Do you mean that 9y + 21 = 0, in which case 9y = -21. y= -21/9 or y = - 7/3

You forgot something. What does 9y + 21 equal? You see, you cant solve for y without knowing what the equation equals out to.
