Operating systems can be as simple or complex as you need them to be.

You need to have an understanding of the hardware you are working on, and what the instruction set for that archtecture is.

Once you have that, you can use assembly code to build a primitive operating system and build on it from there. Once you have a base operating system you can create higher level language compilers and build applications with ever increasing complexity.

Its a lot of work for something that has been done many times before, and requires expertise, patience and a lot of learning and experimentation.

Creating an OS from scratch takes an immense level of expertise and millions of lines of code. I'd advise trying something simpler, like playing around with Linux a bit. :)

operating system creating is not easy process u must have the maximum programing knowledge.system run time programs to it is difficult process

I have done two by myself, and worked on two more. To do the job nowadays requires about 200,000 man-hours of labor, and will result in something over a million lines of code. This is probably a job that you won't care to tackle yourself.
