To get rid of the oxidation use either OxyClean powder or there's a metal cleaning product called Brasso that works well. I use a good quality car wax to seal my canoes and it generally prevents oxidation. I've heard of people using a clearcoat, waterproof paint such as Krylon. I don't know about that one though.

Clean with fresh water an brush sand an only use a zinc chromite primer for aluminum as paint alone will not stick to bare alum.
