The question is, why can't you pay it?
Is it because the SSI is too low that it is all going to food and rent?
Or is it because you are spending the money on unnecessary things?
The answer to that question will determine what you can do to pay it off.

Again lets keep it simple. First I hope you are well/better. Is your credit rating something important to you at this stage of life and based on your present situation? If the answer is No, and by no means i dont mean that credit rating is not important but is less important depending on life circumstances..
If the amounts are high and you want to get rid of them, then there is always Bankruptcy, if this is not the way for whatever reason you might consider looking into the following site.
www.debtcounsel.net. Since your SSI, Social Security and others cannot be taken away to pay debt.
Write to your creditors and advised them to the fact that you cannot pay and let it go at that....

Get rid of the credit cards. Contact a debt consolidation company, but do a search on the Better Business Bureau website...www.bbb.com to make sure they are legit.

I am almost sure they cannot garnish or collect from SSI income, but your credit rating will remain poopy if you don't pay or make some type of payment arrangement.
