What is so funny when Hermione says "Just because you've got the emotinal range of a teaspoon" mean? They start laughing in the movie. The movie theatre laughed. I dont get it.

Well,
A teaspon is an object. It does not have any emotional range actually.
It is kind of an irony, but is fun. Try saying it outloud ini a tense moment. I'll surely break the ice!

A teaspoon is small and if you have the emoitional range of a teaspoon that means your range isn't very big. Its the size of a teaspoon. What you could fill a teaspoon is what your range is.

Hermione was just saying he dosent have much emotion.
BTW. that was the actors/actress real laughter and the director thought it was good and kept rolling.

It is a reference to how insensitive Ron usually is, and how much he doesn't understand deep emotions, especially those of girls.
