It generally works, but I've seen such a set up cause problems with startup keys. For example, if you need to boot off of a CD, you'd hold 'C' when starting up. It probably depends on your model of keyboard and adapter, but I've seen a few times where it won't recognize that you're holding a key down until after the computer has finished booting up, which is no good for startup keys.

Probably, but only the most basic functions.

PS/2 mouse reports haven't changed much in the last 10 years or so since the Microsoft IntelliMouse wheel was added and became the de-facto PS/2 mouse report.

PS/2 keyboards on the other hand have had various "extensions" in order to support hotkeys, and the codes for those new keys are generally not the same between different manufacturers, except for a few that Microsoft has recommended. So, don't expect hotkeys to work, but the adapter should have no trouble with translating the basic keys from PS/2 codes to USB codes.

The monitor you may need adapter to hook up to the computer, depending on the quality of the monitor. P/S2 mice and keyboards are kinda archaic plugs (from the 90's), included on pc boards to be backward compatible. There is no PS/2 plugs on a mac, only usb. You can get a PS/2 to usb adapter for pretty cheap.

Yup, as long as they connect via USB (and they will once you get the adapters for them) the mini should be able to use them just fine. If the keyboard has any specialized media keys (i.e. volume controls, play/pause, etc.) those may or may not work, but the basic functionality of the keyboard will more than likely be intact.
