Propane gas is Liquified Petroleum Gas. When gas is frozen it returns to the liquid state. It is not under pressure. When the gas is used it is the vapor that is released from the thawing liquified gas.

It is stored as a liquid. Imagine the larger supply tank is a like a big water tank. The smaller propane tank is like a bucket. Connect the two and the liquid flows from higher level tank to the lower level bucket. It is not under more pressure than the small tank can hold.

It goes in as a liquid and they weigh it and around 14-16 lbs is what they put in
