If x = 28, angle next to it is supplementary, = 112. Then, its alternate interior angle, sinces the lines are parallel, is also 112. Then the angle next to y is 63 because it is supplementary to 117 since they're both on a straight line. 112 is the exterior angle of this little triangle that involves z. The exterior angle is the sum of the two remote angles, z and 63. So 112 - 63 is 49.
