I don't drink milk, but I agree with the white vinegar and baking soda methods. That's all I use for cleaning my home. (Baking soda works great as a scrubber. Vinegar and water mix is in lieu of a chemical cleaner like Mr. Clean.) When I do have liquid spills on my carpet, I use baking soda to absorb it. I wait a day or a few hours and I test it by pressing a towel or cloth rag (I don't use paper towels, either) on it to see if it's still absorbing and if it is, I let it sit for a bit more.

I suppose it wouldn't hurt to saturate the area with vinegar and then put baking soda on top of that to see what happens.

It smells because evidently it didn't get cleaned up as well as you thought! Milk is a bad one that way, it may look like it's cleaned up, but because of the proteins in it, it's sticky and therefore needs to be washed away. (Like when you spill in on a tile floor, you wipe it up but then it feels sticky still.) With a dairy product, you need to use an enzyme buster, like vinegar. Saturate the area with white vinegar, let it set about 15 minutes, then blot it up with clean towels until it's as dry as you can get it. The vinegar odor will evaporate and the carpet will be fresh again. Also, with spilled milk, the sticky residue will cause the area to get really dirty really fast so it's always a good idea to wash it rather than just soaking it up!
