I've heard this question on TV before. Wasn't it on an episode of Family Guy?

most of the time its brian but there are sometimes when lois will respond to stewie, like when he makes a really mean comment or threatens her other than that though every one considers what leaves his mouth baby talk

i think only Brian can understand him. i think that the others only pretend to understand him, just like you would with any kid if he were making noises and you'd say 'uh huh, that's right honey' etc. like Lois always does.
