Of course you can. Being uncircumcised gives you the advantage of being able to choose. As with anything, everything has advantages, even being uncircumcised. Guys who get circumcised later in life are typically satisfied because they chose to get circumcised due to previous problems, but if there's no problems, most guys don't get circumcised. Satisfaction rates are about the same for both groups. I'll talk about that more below. Here's some background info on circumcision. Circumcision is a traditionally Jewish and Muslim procedure, although it was introduced and encouraged to the Western, developed world as a way to stop masturbation, especially with the help of Dr. Kellogg. You can get it done at 19, but it will be costly and painful (especially afterwards when it's healing).
But it is NOT a bad thing to be uncircumcised. In fact I would say it is a GOOD thing. Around 70-85% of males in the world are uncircumcised - circumcision is rare! It is only common in the Jewish faiths, Muslim faiths, and the USA (and even then it's not very common in some places like California and other states).
Personally as a female I prefer a dick that hasn't been circumcised. Some women prefer circumcised, but it's usually those who are used to it and have strange ideas about getting germs from a foreskin (not true). Either way, it's not going to be the most important thing in a relationship for anybody with any sense at all.
There is no medical reason for circumcision. No evidence that you will get more infections or complications and such. You might even get less. Just wash under your foreskin every day.

Yes, as a matter of fact I got circumcised when I was 19. To be honest with you it's one of the best decisions i've ever made. I have no regrets at all, I only wish my parents would have had me circumcised as an infant. Like any other surgery there will be some pain, but for me the most painful days were the first two. After three weeks of having my circumcision I was completely healed and back to my sex life. Sex afterwards was a lot much more pleasurable because I didn't have to worry about sliding in and out of my forskin during sex, not to mention now orgams are a lot much more explosive. I would do it again if I had to. But good luck man to you what ever you choose.

Speaking on my own female perspective It looks much much nicer when he is Circumsized. Just looks clean, and it almost looks like a movie stars..... Hehe, Sorry. I'm being Blunt. :) But yes, that's my two cents, and the cents of some of my other girly friends. 4 out of 5 of us prefer cir. to un-cir. :)

Yes you can get it at your age of course it will be a painfull experience but it is the best because if you dont you can give a girl infections when you have sex with them or when you began to have sex if you didnt already. Plus its more cleaner for you.Definetly look into having that .GOOD LUCK
