Why do you think Congress continues to allow the IRS to tax a "gift" when they already receive so much from death taxes,up to 55% of your estate?

Because congress can never steal enough of our money to satisfy them. Which is why congress is trying to repeal the current tax cuts, which have been directly responsible for a booming economy and more money going to congress. Of course it is stupid, but it is a political matter, not a matter of intelligence.
