Literacy or illiteracy in IT will not be much different than other fields.
Also, Africa needs to get over the 'victim' mentality and become more open to the world.

I have no idea what you're trying to ask. Did you mean: why is there so much computer illiteracy in Africa? I don't know the exact answers to that question. I would note, also, that computer illiteracy is probably a predicate of illiteracy to a high degree. However, it would be important to note, computers would not be so beneficial for them. Computers can be programmed to do a lot of great things, but they are limited by what we can program them do. Aside from connecting to the internet and what not, I don't see it to be big deal to have computers in Africa. Africa needs to concentrate on first, feeding their people and, 2nd, education opportunities. Both task are difficult.

Computer illiteracy is not exclusive in Africa, or any other country. There are people here in the United States who are not technologically advanced. I'm one of them. I know very little about all the things that can be done on the computer, but what I do know serves my own purposes. I'm certain there are many resources in Africa, as there are in other places in the world. Every country has something to be proud of, and draws tourists to visit. I know people who live in Africa and love it there. The lions and tigers love it there.....I'd like to go on a safari....

Start with cheap labor like China and India did. Encourage manufacturing companies like Motorola or Intel or Toshiba etc.. to set up fabrication facilities in Africa. That is the first step.

Then you need to start educating your kids in US schools. Then open software development facilities in Africa that farm workers out to US/European companies. That is what is happening in India now.

In the US EVERY kid has a computer in their home. In my house we have 3. You can't go to college to learn how to run windows - you go to college to learn how to program in Linux.
