Yes, it provides both PVP and PVE. Guild wars lacks in the PVE area in my opinion, after a while, there isn't much to do and gets rather boring.

Yes, all 3 games have both PvE and PvP content. Factions has more PvP with the Alliance battles options and Nightfall introduced Hero Battles (which isn't that great in my opinion).
All games give you access to the Battle Isles where you have Random Arenas (4 vs 4, randomly thrown together teams)
Team Arenas (4 vs 4, organized teams)
Heros Ascent (8 vs 8 tournament style advancement to the Hall of Heroes)
Guild Battles (6 vs 6, Guild vs. Guild battles)
