I like to do metal detecting and my next door neighbors moved out a few weeks ago and no one has moved in yet, can I detect around that yard or do I need to ask permission, If yes who would I ask?

You will have to ask for the city's permission if it was foreclosed... if your neighbors are trying to sell their house then you will have to contact your neighbors for permission (it's still their house until they sell it).

Do you own or rent the property you want to detect on? If you do, then go for it. If you rent, I doubt the landlord cares about metal detecting, but they might care about digging stuff up or taking things, so check with them. If you don't own the property, you cannot go metal detecting on it without permission from the owner. Check with your ex-neighbors if you have their cell phone, email etc. Otherwise try the real estate agent. If you can't contact either one, you're sore out of luck.
