A English teacher who teachs English in France but doesn't know how to speak French but is fluent in German and knows how to learn languages.

It all depends on who that teacher is teaching. Is that teacher teaching adults who know English but need to speak it better? If so, then I would think choice 2. Is it a teacher who teaches children English as a second language? Then I would think choice 1. Is that teacher teaching English to German students that live in France? If so, then choice 3.

A teacher needs to be able to relate to his/her students. If the students speak French fluently but the teacher does not, then this teacher can't relate to the students and would have a difficult time teaching.

I would say the third choice ( one that knows German and can learn other languages.) One thing that makes every teacher great is how they can relate to their students. A teacher who is in the same position as you and has to learn a new language (French) will understand how the students feel like to. Also, if the teacher know how to learn languages , he/she can pass on some of his/her tips to the students.

In my opinion, choice one is the best. A teacher must be able to give instructions to her/his students in their native language, especially during levels 1 and 2; otherwise, what can anyone learn when comprehension of the subject is unattainable?
