Sounds like swim bladder disorder.

First, you need to lower the water level in your tank, so that it's not so exhausting for him to keep trying to swim to the top for air.

Second, take a frozen pea (not canned or fresh; they have preservatives and pesticides respectively) and microwave it in a dish of tankwater for 30 seconds. Shell it and mash up the insides, then feed your betta about a quarter of the pea.

You will then need to fast him for about 3 or 4 days (don't worry, he will not starve; bettas can go up to a week without food, unharmed.)

his swim bladder is probably going south.. I think its probably impossible to save him unless you go to an exotic vet. A betta is only like 5 dollars- i suggest buying a new one..

a swim bladder is irreplaceable or curable.

Feed him a thawed pea without the shell on it, he may just be constipated, the pea will relieve that.
