If it's over in Iraq, and the Iraqis find it they call it a poor civilian caught in a cross fire. If American Soldiers find it, it's a Iraqi insurgent. Both of them usually have a clue how the body got there.
Just like Vietnam...the Big Guys want a body count for the television programs.

Jane or John Doe. Race has nothing to do with that, all male unidentified corpses are John Doe and all females are Jane Doe.
