There is very little benefit to clearing your hard drive other than uninstalling programs you do not want. If your hard drive is almost full, (less than 10% free space) then deleting some of your data files, or moving them to CD's will help your computer be faster.

Clearing your hard drive has nothing to do with memory (RAM). And if you do clear the drive, then download all the same programs again, you will end up with the same problem.

Before you clear your drive, ask a friend who is computer savvy to come look and see what is best to do to help you.

Even though reinstalling your OS can help, as LeitaB suggest, it is usually a last resort option and contrary to her statement you will only regain free memory until you start installing and downloading all your programs again.

Over time your computer gets errors and accumulates junk files sometimes its a good idea to reinstall your OS just to start over. But , remember to backup your Music and Pictures and yes you will regain most of your memory.
