I'd give a 90% yes to that, if you format the harddrive, and put a fresh, new operating system on.

Heck windows comes with Defender or you can download it free and it will delete all that. I did a type of restore that left the software. I guess if you are sure you know how to do it and I understand that may not work anyway or it may. If not wiping out all your progams and documents or saving them somehow is a hassle. I'd try Defender first. It runs for hours though. Four or six or more even, it depends. I think they have a version you pay for but I don't see how it could do any better than the free one did for me.

Yes, you can reformat the laptop hard drive and install your operating sytem. If it's windows xp, just restart the laptop and boot it up from the windows xp cd rom. Follow all the instructions to partition and reformat the hard drive but choose the normal NTFS (not the quick format) to ensure all spyware is destroyed when the format process is complete.

It depends on the specification of the laptop and the O/S that you want to implement. Old machines don't go well with new O/S's.
Make sure you understand the minimum requirements for your O/S and what your laptop offers.
Also you should make sure you have the necessary drivers for sound, video, Modem, Network card etc.

i say yes it's safe if you have the knowledge to do it. but it'll be back the same way in a short time since you obviously don't have the knowledge how to protect your computer from getting infected in the first place. in your case i'd just toss it in the trash and get a life.
