Wyoming has the smallest population, but I would hardly call it useless. The District of Columbia (DC) isn't a state, but has the lowest population and appears to be quite useless.

"Useless" is probably a bad term, because its vague, and tends to be condescending. Every state probably ranks the most "useless" in one category or another.
But as for smallest population, it would be Wyoming, with 506,529 in the 2004 census. Highest being California at 35,893,799 in the 2004 census.
The state with the lowest population density is Alaska with 1.1 persons per square mile. Highest being New Jersey at 1134.4 persons per square mile.

DC is pretty useless, too bad it doesnt fit your criteria. If I were to guess by state population it would be either Wyoming or N. Dakota. But neither are useless. So I am leaning back to the DC reference.

Wyoming has the smallest population...and is one of the biggest states....Vermont comes in a relatively close second

I'm not sure about the population part of the question, but I have found that since I have moved back to my home state of new york after being in the carolina's for six years, I think this place is useless as well as worthless!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!1

I realize it is not a state.......but Washington D.C. comes to mind as a possible candidate for the useless part of the question!
