It was a man. When Adam saw Eve sparks flew and the underbrush in the garden caught fire. Men and women have been creating sparks ever since....but it was a man(Adam) that first discovered this phenomenon.

Loki gave Fire to man.
He did it to annoy the gods.
The individual ( a man ) wasn't very bright though. kept sticking his hand in the flame.
