It means tender,loving care. I first saw this acronym used in one of the James Bond books that I read in the 1950's when, at the end of the book (Sorry can't remember which one), Bond is recuperating after a particularly harrowing mission and one of the girls asks the doctor what treatment he needs. The answer "Just T L C my dear, tender loving care." so I suppose we need to credit Ian Fleming with inventing, or at least popularising, the expression.

It can stand for one of two things, as far as I know. Either "Tender Loving Care", or (if you're thinking of the cable TV channel) "The Learning Channel".
