If you have a video card AND have a socket for video from the PC itself (not the card), perhaps you have plugged the video cable into the wrong place. The bios will allow you to set video
access from the pc itself OR from a separate video card.
Look for another video cable socket on the back of your PC and try booting from that one.

Couple of things to try:

1) Swap out the monitor - you've already done this so skip

2) Swap out the graphics card - you've already done this so skip the step

3) Reset the BIOS on the motherboard - Review manufacturer details on this. Could be as simple as leaving the battery out or could require switching a jumper pin setting.

4) Swap the power supply. Could be a power issue with particular wires feeding the motherboard. If you have fans running, likely this isn't the problem.

5) Swap the motherboard. If all the above don't improve the situation, it sounds like the motherboard may be at fault. I had this happen to an older eMachine a couple months ago.

Does the motherboard have an onboard video card? If it does, the BIOS may not be "handing over" control of the video to the add-on video card. Try using the onboard video first.

What kind of POST messages, if any, does your computer produce? POST messages are the ones that beep.

flip the bios battery for a couple and have it unplugged from the way (move the jumper to clear cmos if there is one)

if you have tried a few monitors, check the cable your using, obviously it's the connection or something more drastic.
