What is the best (best value) state to start a corporation?

We are starting a business and we want it to be a corporation. We live in Florida. What state is the best (meaning best value, easiest, cheapest) to start a corporation?

For a c-corporation, Nevada and Delaware are the best because you aren't limited by how you set stock prices. From a tax point of view, Nevada is better than Delaware.
