We have made a one-time large payment to an independent contractor, and I would like not to have to think about this in January. Is it possible to send it now?

Sure, but you wouldn't send the irs its copy of the 1099 until the year is over. You send all the irs copies of the 1099's together. And what if for some reason you found you needed to use the contractor again this year? Better to wait until the year is totally over.
