my right mirror is busted forma little fender bender i had, can i get in trouble with the police if caught driving wtih a busted mirror...is is against the law?

No, it is not against the law unless the glass or the dangling morror poses a danger (i.e. is about to fall out and could cause a hazard).
My neighbor has a 1990 Honda Civic that doesn't even have a right mirror (didn't come with one).

On a right-hand mirror, no, unless it's hanging by a wire or in some way looks like it could fall off.

Many jurisdictions have laws that prohibit unsafe conditions such as loose bumpers, fenders or other stuff that looks like it could fall off a vehicle and create a road hazard.

This is strictly a state law issue. Some states only require a left hand mirror and won't gig you. But some states have some catch all laws that say things like you don't have to have a right hand mirror but if you do, it cannot be broken. For instance, in New Jersey, you do not have to have a third center brake light, but if your car is equipped with one, it has to work.

No as long as you have the left hand and rear view you are still legal.
