Lowered is not quite correct here. Before the bill was passed there was no "national speed limit". Speed limits were established by each state. Additionally, the bill did not actually set a national speed limit, it required states to post and enforce speed limits of 55 or lower in order to get federal road money.

There was a rubber shortage and they thought if they put a gas shortage scare into the public, they could curb the rubber usage. I personally remember it well, it was just before I started driving.
