Fortunately, there is only one CD format; however, there are many DVD formats.
Why? Money. When you sell a device with a specific drive you need to pay royalties to the appropriate group (DVD Forum for DVD-R, Philips for DVD+R, etc.) ; so everyone wants to get that royalty $$.
