Good question. Of course he set them up. Here is one of my favorites:

Clinton didn't know, but he let Bush know, so it's Bush's fault??!

"didn't take any kind of action"? Were you in Crawford with Bush when people from the Clinton administration were repeatedly warning people in the Bush administration about an impending terrorist attack from Osama bin Ladin and al-Qaeda? It always seemed strange to me that when the WTC went down Bush was reading a kid's book in a classroom. Probably the first and last book he ever read.

The first WTC bombing happened during Clinton's first month in office. Was that Papa Bush's fault? Clinton brought the perps to justice. They are still in prison. Clinton proposed many anti terrorist measures. The Republicans opposed most of them. As I recall Repubs claimed Clinton was "wagging the dog". Clinton was pro active on terrorism and foiled several attempts.
Bush was in his ninth month in office when 911 happened. He had spent much of his first 3/4 of a year in office on vacation. He had been warned by his own intelligence that Bin Laden was planning an attack on US soil. He still has not caught Bin Laden. There have been no trials or convictions for 911, other than one deranged person who had a minor role.

Why don't you go back to the 1980's and tell me who were supporting then? Iraq, Iran & bin Laden. Now tell me that didn't come back to haunt us.
Clinton tried, but people were more concerned about what was happening under the desk rather than what was happening outside.
Has Bush brought anyone to justice for 9/11 yet? Specifically, bin Laden?

He was too busy with the Lewinsky scandel to handle the thorn in his side Bin Laden who at that time had only been attributed to 50 deaths. If you don't believe me read the 9/11 commision report.

it depends on which source you read.
I've read articles which prove clinton did a fair bit to fight al-qaeda and even left warnings for bush.
I've also read articles which claim clinton did bugger all.
so it depends on which source you believe
