May be genetics. Sometimes you will see children from the same parents with very different personalities. This is not conclusive of course, sibling order and such is also important. But it's a good indicator.
Some people will respond to neglect from parents by over-achieveing, for example, while others will respond by withdrawing and taking drungs. This is another example of different personalities reacting to the same situation.

Genetics partly, but perhaps its more to do with life experience, some people have suffered a lot so they have become intense perhaps in order to cope?
Others have found something of great meaning and value to them e.g. a faith and wish to communicate it to others and do so with zeal and intensity - I am thinking of a church leader and preacher I knew.

I believe that it has to do with how engaged that person is with life. If they are mentally engaged, they will have more intense reactions to things because they have invested themselves into it. Those who just get by and don't really care about life will be less likely to have intense reactions because they haven't invested much of themselves into it.
