Bears.
Last year I would have said the Ravens, but I think the Bears added a couple guys in Archuletta and Walker that make them even better this year. Plus the Ravens lost Thomas.
And the Bears offense isn't that good, so that was a stupid comment. The offense causes more problems than it helps out for the Bears defense.

If you're asking about this upcoming season, I think I'm going with the Ravens. The Bears lost a few players in the off season to free agency and other issues, most notably Tank Johnson, while the Ravens defense has more of less remained intact other than Thomas. I believed they were fairly even lst season, so I'm going with the Ravens this season just because of the personnel change. While I believe the Ravens defense is overall a bit older than the Bears they are still solid.
Of course, this is tough comparison because both their defenses are so great. It's almost a coin flip.

I think the Ravens defense is better. The Bears are good, but also had a lot of chance plays that made them look really really good.

Ravens.
2nd most sacks,
1st most int
and allowed the least points.
They held unarguable the best offense in the NFL (colts) without a touchdown in the playoffs.
They only lost one starter. Only 3 starters are over thirty, and the oldest is not even over 34. So with all these upsides for the ravens i have to say they have the best defense in the NFL.
