almost 60 days after the card had been cancelled. They are saying that it needs to be investigated. Is this bank fraud. Shouldn't that card have come up invalid when someone tried to use it???? Is the bank responsible for replacing this money?

If you have proof that the card was canceled, and you didn't make the purchases, you won't be held liable for it. They may ask you for more information so they can investigate or try to catch the person in the act, but you won't be held liable.
