Is this a result of the 'hooligan' culture prevalent amongst soccer fans?

I don't know. I've watched Americans overseas, and no matter how they try most Europeans can't equal them for sheer rudeness.

Something about having no idea of cultural perspective.

No, just cultural differences. We seem the same to them. Those who don't travel much write it up to them being rude (or us), but there's some interesting differences between the cultures.

During WWII it was common for Americans visiting the Isles to go out with British women. They were often surprised at how "fast" they were, how quick to speed the relationship toward sex.

British women were saying the same thing about the American men.

Neither was lying. Both were right, in a way.

British women considered kissing an immediate prelude to sex. If you kissed, it meant you wanted sex very soon in the relationship.

American men considered kissing a prelude, but long term. You might kiss and hold hands for a long time before ever having sex.

The American men would push for kissing (therefore sex in the minds of the British women) and the British women that gave in would almost immediately want sex (therefore were fast in the minds of the American men).

Cultural differences.

I have a feeling it's the nature of tourism. Think about the people we send abroad- they wear black socks with shorts, act as though the world were their amusement park, deride people in other countries who don't speak english, and generally make fools of themselves. American travelers in general are not effective ambassadors for the rest of us; and I have a feeling that the same applies to Europeans. Think of tourism as a sort of "Jackass Exchange Program", and try not to judge all of them by the rude ones who visit here.

When you have an obnoxcious child that rubs your nose in the fact they can kick your azz if they want and do as they please then people who know better take offense at Americans .

We left to do our own thing and only look back to complain about what we abandoned for a new piece of land we had to commit a genocide to conquer .

It was American business men who prompted hitler to power and added him and then when the Real powers of Europe spoke out as they rarely must , america was forced to choose .

Europe has a long and glorious cultural history, and it's easy for individuals to internalize that and look down upon people from places with shorter or less glorious histories.
